LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

May 4, 2025

TO:
Honorable Gary VanDeaver, Chair, House Committee on Public Health

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4819 by Flores (Relating to a refundable adoption fee for the sterilization of dogs and cats; authorizing a fee.), As Introduced

No significant fiscal implication to the State is anticipated.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

According to the Comptroller of Public Accounts, the amount of fees related to animal sterilization that would be collected and deposited to the License Plate Trust Fund 0802 for the Department of State Health Services (DSHS) use, and the amount and timing of awards that would be disbursed by DSHS from the account are unknown; therefore, the fiscal impact on the state cannot be estimated.

Note: This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
