No significant fiscal implication to the State is anticipated.

The bill would require the Department of Information Resources (DIR) to conduct a comprehensive review of the centralized accounting and payroll system to assess the systems effectiveness. DIR would be required to submit a one-time report to state leadership that outlines the results of the review, technical and legislative recommendations, and a timeline for implementation. DIR would be required to work with relevant state agencies to implement administrative recommendations while ensuring alignment with the state's digital transformation goals.

It is assumed that DIR would require a third party contractor to complete the review, but that any associated costs could be absorbed using existing resources.
