May 18, 2025

TO:
Honorable Phil King, Chair, Senate Committee on Economic Development

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB5195 by Capriglione (Relating to modernization of state agency Internet websites and digital services.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would mandate that state agencies assess their online platforms and consider certain guidelines to improve user accessibility, navigation, and service efficiency. The bill would also instruct the Department of Information Resources to provide guidance, technical assistance,  efficiency reporting, and best practices to promote consistency across agency websites.

This analysis assumes that any costs associated with the bill could be absorbed withing existing agency resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
