LEGISLATIVE BUDGET BOARD

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

May 4, 2025

TO:
Honorable Giovanni Capriglione, Chair, House Committee on Delivery of Government Efficiency

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB5469 by Capriglione (relating to the effect of provisions of laws enacted during the regular session of the 89th Legislature requiring certain state agencies to create reports.), Committee Report 1st House, Substituted

Any fiscal implications would be dependent on the passage of other acts of the 89th Legislature, Regular Session, 2025, creating reporting requirements and whether those requirements were negated by the bill.

The bill would establish that an agency in the executive or judicial branch of state government is not required to create a report if an act of the 89th Legislature, Regular Session, 2025, that becomes law creates the reporting requirement, unless specifically exempted under a separate section of the bill. Reports created by the 89th Legislature that are required to comply with federal law would be exempt. The bill would prevail over any other act of the 89th Legislature, Regular Session, 2025, that purports to require an agency in the executive or judicial branch of state government to create a report, regardless of the relative date of enactment.

Any fiscal implications would be dependent on the passage of other acts of the 89th Legislature, Regular Session, 2025, creating reporting requirements and whether those requirements were negated by the bill.

Local Government Impact

No fiscal implication to units of local government is anticipated.
