April 22, 2025

TO:
Honorable Giovanni Capriglione, Chair, House Committee on Delivery of Government Efficiency

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB5469 by Capriglione (Relating to the abolishment, creation, and re-creation of reports.), As Introduced

Any fiscal implications would be dependent on the passage of other acts of the 89th Legislature, Regular Session, 2025, creating reports and whether those reports were abolished by the bill.

The bill would abolish all reports created by law enacted or re-enacted by the 89th Legislature, Regular Session, 2025, unless specifically exempted under separate sections of the bill. The abolition would take effect on the later of August 31, 2025, or the date the act creating the report takes effect. Reports created by law enacted before the 89th Legislature convened and reports created by the 89th Legislature that are required by federal law would be exempt. The bill would prevail over any other act of the 89th Legislature, Regular Session, 2025, that purports to create or re-recreate report, regardless of the relative date of enactment.

Any fiscal implications would be dependent on the passage of other acts of the 89th Legislature, Regular Session, 2025, creating reports and whether those reports were abolished by the bill.
