The resolution would allow the conference committee to omit the provision establishing the Grant Program Providing Training in Dyslexia for Teachers and Staff, which was estimated by TEA to cost $10.0 million each fiscal year.
The resolution would allow the conference committee to modify the provision of the bill that would have established the Parent Directed Services for Students Receiving Special Education Services Grant in the Foundation School Program (FSP), to instead establish it as a grant program outside the FSP subject to available funding. If the program were established under the FSP, TEA assumes the provision would have resulted in a cost to the Foundation School Fund of $150.0 million for fiscal year 2026 and $80.0 million for subsequent fiscal years, partially offset by a savings of $30.0 million each fiscal year to the General Revenue Fund. As a non-FSP grant program under the resolution, it is assumed costs of the provision could be absorbed using existing resources.
No significant fiscal implication to units of local government is anticipated.
