LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION
May 29, 2025
TO:
Honorable Dan Patrick, Lieutenant Governor, Senate
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
SB13 by Paxton (Relating to a school district's library materials and catalog, the establishment of local school library advisory councils, and parental rights regarding public school library catalogs and access by the parent's child to library materials.), As Passed 2nd House
No significant fiscal implication to the State is anticipated.
It is assumed that any costs associated with the bill could be absorbed using existing resources.
Local Government Impact
The Texas Education Agency assumes districts would likely incur costs to send written notification to the parent of each child enrolled in the district regarding the option to receive notice each time the child obtains school library material from a school library. Additionally, districts would incur costs associated with implementing the required notification system. This could include personnel costs, training, and systems to notify parents.
