The fiscal implications of the bill cannot be determined due to the unknown number of grant applications and appropriations made for this purpose.

The bill would amend the Education Code to include private or independent institutions of higher education as eligible institutions to receive matching funding from the General Revenue-Dedicated Account No. 5161 Governor's University Research Initiative.
