It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

There could be an impact on local governments as it gives public utility agencies the authority to issue bonds and impose an assessment to pay back the bond to acquire public utilities. The amount of the assessment is unknown.
