It is assumed that any costs associated with the bill could be absorbed using existing resources.
Local Government Impact
There could be an impact on local governments as it gives public utility agencies the authority to issue bonds and impose an assessment to pay back the bond to acquire public utilities. There would be an impact to any public utility agency named as a receiver by the attorney general or authorized to temporarily manage and operate a utility, water supply, or sewer service corporation as outlined the bill.
