LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

May 28, 2025

TO:
Honorable Dan Patrick, Lieutenant Governor, Senate

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB2587 by Zaffirini (Relating to the access to and use of certain criminal history record information, to the procedure for obtaining that information, and to the correct terminology for certain licenses the issuance of which requires a criminal history background check.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would increase the number of agencies that would be entitled to obtain criminal history record information for certain individuals from the Department of Public Safety (DPS). DPS charges a fingerprinting fee to offset costs associated with criminal history record searches. According to DPS, the bill may create increased revenue related to fingerprinting fees; however, the fiscal impact of the fees is unknown.

This analysis assumes that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
