No significant fiscal implication to the State is anticipated.

It is assumed that any revenue or cost implications associated with the bill would be insignificant.

Local Government Impact

There could be an impact to Harris County related to the restrictions that would be placed on toll revenue, the civil penalty that could be imposed by the attorney general, a restriction on adopting a property tax rate exceeding the lesser of the no-new-revenue tax rate or voter-approval tax rate in the following year due to a violation outlined by the bill.
