SB2876 by Hughes (Relating to increasing the criminal penalty for participating in a riot while wearing a mask or other face covering.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would increase the criminal penalty for the offense of participating in a riot from a Class B misdemeanor to a Class A misdemeanor if it shown that the actor at the time of the offense was wearing a mask or other face covering with the intent to conceal their identity.

It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources would not be significant.  

Local Government Impact

It is assumed that any fiscal impact to units of local government associated with enforcement, prosecution, supervision, or confinement would not be significant.
