Austin, Texas

FISCAL NOTE, 89TH LEGISLATIVE REGULAR SESSION

April 22, 2025

TO:
Honorable Phil King, Chair, Senate Committee on Economic Development

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB2993 by Johnson (Relating to the Texas presidential library promotion program and fund.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would establish the Texas Presidential Library Promotion Program for the Texas Historical Commission (THC) to promote and support the Lyndon Baines Johnson Library and Museum, George Bush Presidential Library and Museum, and the George W. Bush Presidential Library and Museum. The program would provide financial support for renovations and enhancements of permanent exhibits; market and promote the libraries; and develop a mobile exhibit to be displayed in communities, schools and public institutions.

The bill would allow THC to contract with a nonprofit entity to administer and operate the program.

The bill would create the Texas Presidential Library Promotion Fund to be used for the program, and would consist of Legislative appropriations; interest earned on money in the account; and gifts, grants, and donations to the account.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

Note: This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
