LEGISLATIVE BUDGET BOARD

CRIMINAL JUSTICE IMPACT STATEMENT

89TH LEGISLATIVE REGULAR SESSION

March 26, 2025

TO:
Honorable John T. Smithee, Chair, House Committee on Criminal Jurisprudence

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2000 by Ashby (relating to the applicability of sex offender registration requirements to the offense of child grooming.), Committee Report 1st House, Substituted

The bill would add the offense of child grooming to the list of reportable convictions or adjudications applicable to required sex offender registration.

Expanding the eligibility for certain individuals to commit offenses related to sex offender registration requirements may result in an increase in demands upon state and local correctional resources due to a possible increase in the number of individuals placed under supervision in the community or sentenced to a term of confinement.

In fiscal year 2024, there were 59 arrests, no referrals, 1 placement onto adult community supervision, 2 admissions into an adult state correctional institution, and no admissions into a juvenile state correctional institution for the offense of child grooming.

It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.
