CRIMINAL JUSTICE IMPACT STATEMENT

89TH LEGISLATIVE REGULAR SESSION

April 8, 2025

TO:
Honorable Sam Harless, Chair, House Committee on Corrections

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2306 by Villalobos (Relating to changing the eligibility for release on parole of certain inmates serving sentences for trafficking offenses involving child victims and disabled individuals.), As Introduced

The bill would add certain offenses of trafficking of persons to the list of offenses not eligible for release on parole.

Reducing eligibility for release on parole may result in additional demands upon state correctional resources due to a possible increase in the length of stay for individuals sentenced to a term of confinement.

In fiscal year 2024, there were 109 arrests, no referrals, 3 placements onto adult community supervision, 30 individuals admitted to an adult state correctional facility, and no individuals admitted to a juvenile correctional facility for the certain trafficking of persons offenses listed in the provisions of the bill.

It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.
