The bill would expand the conduct constituting the offenses of obstruction or retaliation and of the unlawful disclosure of residential addresses or telephone numbers by including the disclosure of certain information through an electronic communication with the intent to cause harm or a threat of harm to certain people.
Expanding the conduct constituting existing offenses may result in an increase in demands upon state and local correctional resources due to a possible increase in the number of individuals placed under supervision in the community or sentenced to a term of confinement.
In fiscal year 2024, there were 2,794 arrests, 151 juvenile referrals, 276 placements onto adult community supervision, 262 individuals admitted into an adult state correctional institution, and 6 individuals admitted into a juvenile state correctional institution for the offenses of obstruction or retaliation and unlawful disclosure of residential addresses or telephone numbers.
It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.
