SB16 by Hughes (Relating to requiring a person to submit proof of citizenship to register to vote, including the eligibility of certain voters to vote a limited federal ballot if the voter cannot supply the required proof and the procedures for the counting of those ballots; creating criminal offenses.), Committee Report 2nd House, Substituted

The bill would create three state jail felony offenses: one committed when a person knowingly fails to reject a voter application lacking certain verified information, another committed when a person knowingly or intentionally registers an applicant to vote without verifying certain information and causes the applicant to be registered, and a third committed when a person in certain circumstances knowingly or intentionally applies to register as a voter in this state.

Creating new criminal offenses may result in an increase in demands upon state and local correctional resources due to a possible increase in the number of individuals placed under supervision in the community or sentenced to a term of confinement.

The impact on state correctional populations or on the demand for state correctional resources cannot be determined due to a lack of data to estimate the prevalence of conduct outlined in the bill's provisions that would be subject to criminal penalties.
