IN RE:	SB2200 by Birdwell (relating to a prohibition on the operation or movement of certain overweight vehicles transporting hazardous materials under certain circumstances; creating a criminal offense.), Committee Report 1st House, Substituted

The bill would create a second degree felony offense applicable when a person operates or moves an overweight vehicle transporting hazardous materials on a public highway without an authorizing permit or when the permit does not include the public highway in its designated route. 

Creating a new criminal offense may result in an increase in demands upon state and local correctional resources due to a possible increase in the number of individuals placed under supervision in the community or sentenced to a term of confinement.

It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.
