Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Economic Development was held on Wednesday, April 23, 2025, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:08 AM. A quorum was established at 9:15 AM. The following business was transacted:

 

The following members arrived after roll was called: Senator Alvarado, Senator Johnson, and Senator Schwertner.

 

The chair laid out SB 2539 and recognized the author, Senator Bettencourt, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

There being no further witnesses on SB 2539, public testimony was closed. 

 

Senator King moved that SB 2539 be left pending; without objection, it was so ordered.

 

The chair laid out SB 1250 and recognized the author, Senator Hinojosa, Juan "Chuy", to explain the bill.

 

Senator Johnson sent up a committee substitute.  The chair recognized Senator Hinojosa, Juan “Chuy”, to explain the difference between the committee substitute and the senate bill as filed.

The chair laid out SB 2298 and recognized the author, Senator Paxton, to explain the bill.

 

Senator Alvarado sent up a committee substitute.  The chair recognized Senator Paxton to explain the difference between the committee substitute and the senate bill as filed.
