Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Economic Development was held on Monday, May 12, 2025, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 6:20 PM. A quorum was established at 6:21 PM. The following business was transacted:

 

The following members arrived after roll was called: Senator Alvarado, Senator Johnson and Senator Schwertner.

 

The chair laid out HB 1240 and recognized the Senate sponsor, Senator Adam Hinojosa, to explain the bill.

 

Witnesses registering on the bill are shown on the attached list.

 

There being no further witnesses on HB 1240, public testimony was closed.

 

Senator King moved that HB 1240 be left pending; without objection, it was so ordered.

 

The chair laid out HB 2768 and recognized the Senate sponsor, Senator Adam Hinojosa, to explain the bill.

At 6:25 PM Senator Sparks assumed the chair.

 

The chair laid out HCR 90 and recognized the Senate sponsor, Senator Phil King, to explain the bill.

Senator Sparks moved that HCR 90 be left pending; without objection, it was so ordered.

 

The chair laid out as matter of pending business HB 4187, in lieu of SB 2036, which was heard and left pending at a previous hearing. The chair recognized the Senate sponsor, Senator Kolkhorst, to explain the bill.

 

Senator King sent up a committee substitute.  The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the house bill as engrossed.

 

At 6:37 PM Senator King resumed the chair.
