Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education K-16 was held on Tuesday, January 28, 2025, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 12:54 PM. There being a quorum present, the following business was transacted:

Senator Bettencourt moved adoption of the committee rules. There being no objection, it was so ordered.

At 1:19 PM Senator Campbell assumed the chair.

The chair laid out SB 2 and recognized the author, Senator Creighton, to explain the bill.

Witnesses testifying and registering on the bill are shown on the attached list.

At 2:52 PM Senator Menéndez assumed the chair.

At 3:13 PM Senator Campbell resumed the chair.

At 6:21 PM Senator Menéndez assumed the chair.

At 6:53 PM Senator Campbell resumed the chair.

At 7:53 PM Senator Menéndez assumed the chair.

At 8:15 PM Senator Campbell resumed chair.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Paxton moved that SB 2 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 2 nays, 0 present not voting, and 0 absent.

At 8:52 PM Senator Creighton resumed the chair.

There being no further business, at 8:53 PM Senator Parker moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
