Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education K-16 was held on Thursday, February 20, 2025, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 12:23 PM. There being a quorum present, the following business was transacted:

At 12:25 PM Senator Campbell assumed the chair.

 

The chair laid out SB 26 and recognized the author, Senator Creighton, to explain the bill.

 

Senator Middleton sent up a committee substitute.  The chair recognized Senator Creighton to explain the difference between the committee substitute and the senate bill as filed.  Senator Middleton moved the adoption of the committee substitute; without objection, it was so ordered.

Witnesses testifying and registering on the bill are shown on the attached list.

 

At 1:31 PM Senator Menéndez assumed the chair.

At 1:37 PM Senator Campbell resumed the chair.

 

Senator Paxton moved that SB 26 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Hagenbuch, and Senator King submitted motions in writing requesting consent to be shown voting aye.

 

At 2:53 PM Senator Creighton resumed the chair.

 

There being no further business, at 2:54 PM Senator Parker moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
