Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education K-16 was held on Wednesday, April 23, 2025, in the Press Room at Austin, Texas.

The chair called the meeting to order at 5:11 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business SB 1224 and recognized the author, Senator Sparks, to explain the bill.

 

Senator Campbell sent up a committee substitute.  The chair recognized Senator Sparks to explain the difference between the committee substitute and the senate bill as filed.  Senator Campbell moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Parker moved that SB 1224 do not pass but that CSSB 1224 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 735.

 

Senator Parker moved that SB 735 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Parker moved that SB 800 do not pass but that CSSB 800 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 2986.

 

Senator Parker moved the adoption of the committee substitute; without objection, it was so ordered.

Senator Middleton moved that SB 2615 do not pass but that CSSB 2615 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 2 nays, 0 present not voting, and 1 absent.

 

Senator Creighton resumed the chair.
