Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education K-16 was held on Thursday, May 15, 2025, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:25 AM. The following business was transacted:

 

Senator Campbell assumed the chair.

 

The chair laid out HB 2 and recognized the Senate sponsor, Senator Creighton, to explain the bill.

 

Senator Hinojosa sent up a committee substitute.  The chair recognized Senator Creighton to explain the difference between the committee substitute and the house bill as engrossed. 

 

A quorum was established.

 

Senator Hinojosa moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator King assumed the chair.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

Senator Campbell assumed the chair.

 

There being no further business, at 10:56 AM Senator Campbell moved that the Committee stand recessed until after adjournment of the Senate. Without objection, it was so ordered.

 

At 6:49 PM Senator Campbell reconvened the meeting.

 

Public testimony on HB 2 was resumed.

 

Senator Creighton resumed the chair.

 

The chair laid out as a matter of pending business HB 6.

 

Senator Hagenbuch moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Parker moved that HB 6 do not pass but that CSHB 6 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 1 nay, 0 present not voting, and 0 absent.

 

Senator Campbell assumed the chair.

 

Public testimony on HB 2 was resumed.

 

Senator Menéndez assumed the chair.

 

Senator Campbell assumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Campbell moved that HB 2 be left pending; without objection, it was so ordered.

 

Senator Creighton resumed the chair.

 

There being no further business, at 9:28 PM Senator Hinojosa moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
