Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Friday, May 23, 2025, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 10:40 AM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business HB 1056 and recognized the Senate sponsor, Senator Hughes, to explain the bill.

 

 

Senator Campbell sent up a committee substitute.  The chair recognized Senator Hughes to explain the difference between the committee substitute and the house bill as engrossed.

 

The chair laid out as a matter of pending business  HB 3159. The chair moved to reconsider the vote by which HB 3159 failed to receive an affirmative vote of the membership of the Committee; without objection, it was so ordered.  The chair recognized the Senate sponsor, Senator Phil King, to explain the bill.

 

The chair laid out HB 4144 and recognized the Senate sponsor, Senator Middleton, to explain the bill.

Senator Huffman moved that HB 42 do not pass but that CSHB 42 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Huffman resumed the chair.

Senator Schwertner sent up a committee substitute.  The chair recognized Senator Schwertner to explain the difference between the committee substitute and the house bill as engrossed.  Senator Huffman moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Nichols moved that HB 3010 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Zaffirini moved that HB 3254 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 1 nays, 0 present not voting, and 0 absent.

 

Senator Hinojosa moved that HB 4144 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hinojosa moved that HB 4264 do not pass but that CSHB 4264 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 2 nays, 0 present not voting, and 0 absent.

 

Senator Schwertner moved that HB 104 do not pass but that CSHB 104 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 12 ayes, 3 nays, 0 present not voting, and 0 absent.

 

The chair moved the adoption of the committee substitute for HB 1056; without objection, it was so ordered.

 

Senator Creighton moved that HB 1056 do not pass but that CSHB 1056 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 6 nays, 0 present not voting, and 0 absent.

 

Senator Hinojosa moved that HB 3159 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent. 

 

Senator Campbell submitted a motion in writing asking to be shown voting aye on HB 42, HB 104, HB 500, HB 1056, HB 3010, HB 3159, HB 3254, HB 4144, HB 4264, HB 4486 and HB 4488.

 

There being no further business, at 11:53 AM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
