Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Sunday, May 25, 2025, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 4:32 PM. There being a quorum present, the following business was transacted:

 

As a matter of pending business, the chair laid out SB 1377 by Senator Perry.  The chair laid out HB 3000 by Representative King, the House companion, in lieu of SB 1377

 

Senator Perry moved that HB 3000 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business HJR 7 and recognized the Senate sponsor, Senator Perry, to explain the bill.

 

The chair moved to reconsider the vote by which the committee substitute was adopted at a previous hearing; without objection, it was so ordered.

 

Senator Perry sent up a new committee substitute.  The chair recognized Senator Perry to explain the difference between the committee substitute and the house bill as engrossed.  Senator Perry moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Perry moved that HJR 7 do not pass but that CSHJR 7 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Bettencourt submitted a motion in writing asking to be shown voting aye on HB 3000 and SJR 7.

 

There being no further business, at 4:38 PM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
