Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on July 2025 Flooding Events, General Investigating was held on Monday, April 27, 2026, in the E2.016.

The chair called the meeting to order at 10:00 AM. There being a quorum present, the following business was transacted:

 

The Committee met jointly with the House Committee on The July 2025 Flooding Events, General Investigating.

 

Senator Perry moved adoption of the committee rules. There being no objection, it was so ordered. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Flores called the Committee Investigators, Casey Garrett and Michael Massengale, to present testimony on the July 2025 Flooding Events.

 

 

At 12:36 PM Senator Flores moved that the Committee stand recessed 1:36 PM, April 27, 2026. Without objection, it was so ordered.

 

At 1:45 PM Senator Flores reconvened the meeting.

 

Testimony resumed, Casey Garrett and Michael Massengale answered questions about the July 2025 Flooding Events.

 

There being no further business, at 4:07 PM Senator Flores moved that the Committee stand recessed, subject to the call of the chair. Without objection, it was so ordered.
