Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on July 2025 Flooding Events, General Investigating was held on Thursday, June 18, 2026, in the E2.016.

The chair called the meeting to order at 10:07 AM. There being a quorum present, the following business was transacted:

 

The Committee met jointly with the House Committee on The July 2025 Flooding Events, General Investigating.

 

At 10:10 AM Senator Perry requested his joint letter with Representative Darby be entered into the record. Without objection, it was so moved.

 

Senator Flores called the Committee Investigators, Casey Garrett and Michael Massengale, to present testimony regarding the committee report.

 

At 11:27 AM Senator Flores moved the committee stand at ease until 11:45AM.

 

At 11:47 AM Senator Flores reconvened the meeting.

Testimony resumed, Casey Garrett and Michael Massengale offered clarifications regarding the report to the committee members.

 

Senator Perry moved the adoption of the committee report. There being no objection, it was so ordered. The motion carried with a record vote of 5 ayes, 0 nays, 0 not present not voting, and 0 absent.

 

There being no further business, at 12:06 PM Senator Flores moved that the Committee stand recessed, subject to the call of the chair. Without objection, it was so ordered.
