Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Wednesday, April 8, 2026, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:03 AM. There being a quorum present at 9:07 AM, the following business was transacted:

 

The following members arrived after the roll was called:

Senator Bob Hall

Senator Bryan Hughes

Senator Borris Miles

 

The chair laid out the following interim Committee charge:

·         Protecting Taxpayer Funds – Preventing Fraud and Abuse: In support of Governor Abbott’s call to action to eliminate fraud, explore and recommend ways to prevent fraud and abuse in Texas human service programs including, but not limited to, Medicaid and Child Care Services programs.

 

The following individuals provided invited and public testimony (see attached witness list).

 

At 12:21 PM Senator Perry assumed the chair.

 

At 12:39 PM Senator Kolkhorst resumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

There being no further business, at 4:44 PM Senator Perry moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
