Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Congressional Redistricting, Special was held on Sunday, August 17, 2025, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 4:00 PM. A quorum was established as the meeting progressed, the following business was transacted:
Members arriving after roll was called: Senator Creighton, Senator Alvarado, Senator Hinojosa, Senator Hughes, Senator Miles, Senator Parker.
A quorum was established at 4:02 PM.
The Chair made opening remarks.
Senator Hinojosa moved that the Committee adopt the complete record of all
witnesses, written testimony submitted, and discussion among the members during
meetings held by the committee in the 89th Legislature, First Called
Special Session. The motion carried with a record vote of 6 ayes, 0 nays, 0
present not voting, and 3 absent.
At 4:08 PM Senator Sparks assumed the chair.
The chair laid out SB 4 and recognized the author, Senator King, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
At 4:34 PM Senator Creighton assumed the chair.
There being no further witnesses, public testimony was closed.
Senator Parker moved that SB 4 be reported favorably to the Senate with the recommendation that it do pass and be ordered not printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.
At 6:38 PM Senator King resumed the chair.
There being no further business, at 6:38 PM Senator Creighton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
