The Committee will meet to hear public testimony regarding a revised congressional redistricting plan pursuant to the Governor’s July 9, 2025, proclamation calling a Special Session of the 89th Legislature. This hearing will focus on those counties of the State lying wholly or partly within Congressional Districts 10, 11, 15, 16, 17, 20, 21, 23, 27, 28, 31, 34, 35, and 37 for the 119th Congress (2025-2026). But the Committee will hear testimony about any region of the State. You may find a map of the current Congressional Districts for the 119th Congress (2025-2026) online at https://redistricting.capitol.texas.gov/docs/Texas_Congress_119th_Tabloid.pdf.

Texas residents who wish to electronically submit comments related to congressional redistricting without testifying in person or virtually can do so until the hearing is adjourned by visiting: https://comments.house.texas.gov/home?c=c055.

*The duration of the public testimony portion of the hearing will be limited to five hours.*
Members of the public who cannot attend the hearing in person may request to be invited to provide their testimony virtually by videoconference.
A member of the public may request an invitation to provide testimony virtually by registering for an invitation in advance of the hearing at https://zoom.us/meeting/register/rdtifw_TTVS76c6YeUYYKA. Registration for the hearing is now open and will close at 2:00 PM on July 23, 2025.
To provide testimony by videoconference, invited witnesses need access to a computer or other device with an Internet connection and audio/visual capability. If you do not have access to such a device, please visit your local library. Please note that you must remain visible and audible throughout your testimony. Information for completing the electronic witness affirmation form and obtaining the videoconference link will be sent upon registration.
If you are testifying by videoconference, you will be released from the videoconference after your testimony and may livestream the remainder of the hearing at https://house.texas.gov/video-audio/.
Interpretation assistance can be provided by request. Requests should be made as soon as possible, preferably at least 48 hours in advance of the hearing. Please contact committee staff at 512-463-9948 or Redistricting@house.texas.gov.
To ensure that everyone has an opportunity to participate, testimony will be limited by the Chair to two minutes for each person. Further, the duration of the public testimony portion of the hearing will be limited to five hours in total. Please plan your testimony accordingly.
If you have more to say than your time allows, or if you are not reached due to time constraints, you may submit your testimony in writing at the hearing to the clerk, which will be shared with all members of the Committee. Please bring at least one extra copy of any written testimony you may have to be entered into the record if necessary.
If you intend to bring handouts you would like shared with the members of the Committee, such as maps, please bring at least 22 copies.
