Remarks:Enabling legislation for HJR 21. This Act takes effet January 1, 2004, except Section 11.26, Tax Code, and Section 403.302, Government Code, take effect only if the constitutional amendment (HJR 21, 78th Legislature) is approved by the voters. If the amendment is not approved, these Sections have no effect.
