This Act takes effect September 1, 2025, including Section 4015.0311, Special District Local Laws Code, as added by Section 3(d) of this Act, and Section 4022.0309, Special District Local Laws Code, as added by Section 4(d) of this Act. Section 4015.0311, as added by Section 3(a) of this Act, and Section 4022.0309, as added by Section 4(a), have no effect.
